Application for Authorization Certificate to Teach The Religion Of Islam for <b style="color:#FFCC00">Citizens/Non-Citizens</b>. This certificate will be processed and given to any person by the Pahang State Religious Advisory Committee for the purpose of teaching the religion of Islam in any area within the state of Pahang during the validity period of the Certificate.

Notice: Effective 14 July 2025, applications for special permission for invited speakers from outside the State of Pahang will no longer be processed through the ePerakuan System. Instead, applications must be submitted through the District Islamic Religious Office in accordance with the prescribed guidelines. Introduction
Online Authorization Certificate to Teach The Religion Of Islam (Pahang) @ e-Certificate.

E-Certificate is an initiative to facilitate Muslims in Pahang to on-line apply for Authorization Certificate to Teach The Religion Of Islam in Pahang from the Council Of Muslim Religion And Malay Custom Pahang (On-Line). The requirements of the e-Certificate are based on Rules no. 2, Authorization Certificate To Teach The Religion Of Islam (Pahang) Rules 2017 interpreting Islamic teachings means teaching or giving lectures, syarahan, kuliah, khutbah or in any manner similar to them, in relation to the religion of Islam to the public.

his e-Certificate can provide various types of facilities to users including new applications for applications, applications for renewal of certificates, review of teaching certificates and obtaining digital certificates of teaching certificates.

For existing Zakat4Pengajian of Council Of Muslim Religion And Malay Custom Pahang, new user registration is NOT required and may continue to use e-Certificate.

GUIDELINES FOR AUTHORIZATION CERTIFICATE TO TEACH

Introduction

Interpretation : that is Rules no. 2, Authorization Certificate To Teach The Religion Of Islam (Pahang) Rules 2017 interpreting Islamic teachings means teaching or giving lectures, syarahan, kuliah, khutbah or in any manner similar to them, in relation to the religion of Islam to the public.

Authorization Certificate To Teach The Religion Of Islam: that is, a certificate granted to any person by the Religious Education Advisory Committe for the purpose of Permission of teaching the religion of Islam in any area within the State of Pahang during the validity of the Certificate. A certificate is valid for a period not exceeding two (2) years.

Qualifications

QUALIFICATIONS : As in Rules no. 6, Authorization Certificate To Teach The Religion Of Islam (Pahang) Rules 2017, a person is qualified to apply if:
  a. is a MUSLIM from amongst AHLI SUNNAH WAL JAMAAH;
  b. is sound mind;
  c. is of good conduct according to Islamic teaching;
  d. has :-
         (i)   a qualification in higher Islamic studies from a local or foreign univerity recognized by the Majlis;
       (ii) a qualification in any local Islamic learning instution; or
       (iii) knowladge in the Hukum Syarak.

Conditions of Teaching

Conditions of teaching: As in Rules no. 11, Authorization Certificate To Teach The Religion Of Islam (Pahang) Rules 2017, any person who has been granted with the Certificate, including which is renewed, shall be subject to the following conditions:
      (a) not to preach any ideology or teaching which is contrary to the teaching of the Ahli Sunnah Wal Jamaah;
      (b) not to insult any furu' matter;
      (c) not to touch on any matter relating to the sovereignty and powers of the Yang di-Pertuan Agong and any Ruler as the Head of the religion of Islam in a State;
      (d) not to insult any khilafiah matter existed in the four established schools of thought (Syafie, Hanafi, Maliki dan Hanbali);
      (e) not to touch on issues of partisan politics;
      (f) not to touch directly on personal matters of any individual;
      (g) to comply with any regulations imposed by the relevant authority;
      (h) not to insult any religious authority;
      (i) not to raise fund without any written authorization from the Majlis; and
      (j) comply with any other requirement set by the Committee from time to time.

Beginning in 2019, certificates of teaching Islam in the state of Pahang can be obtained online after application is approved.
